Or shouldn't offer options that aren't intended to be used on repeat but still allow players to do so and therefore create a bad experience.

Limit use to ports with spice halls. Force players to land. (Training should occur prior to spice visit for obvious reasons. LOL)

What if instead it was nerfed by forcing retrained talents to go on cooldown instead of being immediately usable? That would stop it from being spammed for things like upgrade discounts.
