I've noticed a few cases where you don't get the option to Skip Off the Void or Flash Charge. I've seen it in story combats with Bounty Hunters, but it also happens when you try to Intimidate a pirate for one of the mission types (Corsair Hunt?).
Is this intentional? I'm not sure I see the reasoning for it.

Can you provide a specific case in which you don't see it and feel like you should? The details are key to being able to help.
A screenshot would be awesome. A specific story combat or mission title.
If the combat can be ended with the "Leave" option then Skip is never offered.

OK, I've seen it in two different situations.
The last two times, it was the two bounty hunters sent by Silvaine von Sha as the denoument of her story arc. In both cases, I get the story dialog, then boom, I'm popped into battle--no "Orders" (Or is the name "Encounter"?) screen or anything, hence no choice to Skip Off the Void or Flash Charge (as a result of which, the combat was more brutal than it should have been--5 deaths on my crew). Given your reaction, this one sounds like a straight-up bug.
The other situation is when I have a non-story mission to hunt a (generic) pirate. In the "Orders" screen for these missions, you get a chance to try an Intimidate test. If that doesn't you get thrown immediately into ship combat. This one probably qualifies more as a suggestion on my part: in such a case, it would make more sense to go back to the Orders screen.

Ok, thanks for the extra details. There are cases in which the story system demands that a combat is started without any Ship Encounter screen or any options. In these cases, you cannot use Skip, Flash Charge, Bribe or any other Talents that would change the forced combat.
That is a tough situation for the Pirate mission with intimidate. I guess as you have the option to chose fighting over intimidating (? I haven't checked ?) then Flash Charge should be there.

With the story missions, I guess I don't understand how these are different from other bounty hunter story missions. Maybe the dialog could explain why these particular bounty hunters can force us into battle in a way others can't?
For the mission pirates, you can choose fighting, yes, but unless I'm reasonably sure that'll work, it's dangerous to try it, since I'm crippling my ship in combat to take it: right now, running a Scavenger captain, I've shifted from my normal boarding carrier strategy to use close-in boarding, since Salvaging benefits from Pilot but not Navigate. Hence, I've got a pretty low Navigate pool, and only railguns and autocannon, so starting at range 5 is pretty painful, esp. since I have to pop Twitch Surge instead of a defensive Talent.
