A few weeks ago, one of you (the Treses) posted that Elsa's level is based on the average of the existing officers. This run, when I picked up Elsa, the captain was 25, and the other officers 29, 25, 28, and 29 (with the low one being Ramius--is he also based on the average?). Elsa turned out as level 23, which stung a bit. Is that how it's supposed to work?
