Okay ... so I've just attacked a scummy Steel Song ship and defeated him like the dog that he is.
When I go to check his cargo, I find nothing. Zip. Nada. Zilch.
I can understand that things are tight, given the GFC (Galactic Financial Crisis) and all, but surely the ship would at least be carrying WF?
I destroy the ship in anger, and move on, only to stumble across a merchant. Attack, defeat, loot. What the hell ... nothing in that ship's hold either! We're a dozen AU from the nearest planet, and 7AU into a red zone, and the ship has bingo fuel? I would have been better off just following him until his crew died of starvation, mutinied ... or both.
SO ... for the sake of some reality, I'd love to have enemy ships carry fuel if nothing else. They need to be able to get from A to B without having to get out and push.

Very bad rolls, it is possible.
I will investigate when I get to cargo generation.
