What does it stand for?

Examples:
Gamma-Javat II, Secure=7
Delta Hydri-3, Secure=5

I read elsewhere it influences how quick trades are conducted (higher Secure=higher transfer time). Is that the only impact or has it more effects, i.e. higher probability for being searched by military vessels?

Security Rating on an Urban zone is used (according to the "Uses Count" in the code) in 58 equations. Assuming half of those are for interface, logging and dev tools that leaves like 29 for other equations.

Off the top of the list I see it impacts % to dock, % diff on missions, % avail. on weapons in market, range of prince's rumor, % of ship type, time in trade, % crew lost to Entertainers, % of population in Recruit
