Is there a way to increase the display time of "the captain notices" toasts when docking at urban zones etc.? Or does the messages get posted to some kind of log? I didn't find them in the ships's log though :-(

Try the Options-menu at the starting screen. Scroll down to the bottom and check if "Long ... Notifications" are ticked.

It is, but the message still shows up only 1 or 2 seconds :-(

Usually the popups relate to what would otherwise be a rumor. eg "The captain notices that there is a shortage of Artifacts in on Syndicate Capital" (or something like that). The good news is that this is also reiterated in two places: 1) In the Urban/Wild areas, you see the notice directly below the description of the location ... eg: "You have landed in {the} core of the quadrant, the Syndicate Capital is a vast and filthy urban sprawl covering nearly two thirds of the planet. It is clear to the captain and crew that there has been a recent shortage of Artifacts on Syndicate Capital!" Also, if you go into your rumors section (Status --> Cargo --> Rumors), you will see the relevant urban/wild rumor. It will be the one that is at your location and has zero AU distance

The length of the notification is controlled by the maker of your device. It does not seem that they're all consistent, even within my pool of test devices I can see deviation.

You can re-read those "Captain notices..." in the Status menu, either rumours section or on the star map.
