This game is rad. Not surprising, since the Sega SR was the best game ever made for 16 bit systems.
The help files don't explain a few things. Like what does weapon speed do? I can't seem to ever shoot more than once, although I keep getting wasted by Yak assassins who shoot me four or more times in a row.
Also, I think i see the optimal vs. maximum range of firearms in the purple v red squares. Is there a minimal range?
Overall, amazing work.

Speed is how many attacks can be made with that weapon. You are probably using some kind of pistol with a speed of 1, hence one shot when you attack.

Hmm. Works now. Perhaps I was just missing the button that had 0 AP for the second shot.
And it looks like the optimal range works against you in both directions.
Now I'm not getting killed so much. That's always nice.

@edubs - optimal range is the "perfect range" for the weapon. Shooting at someone who is closer or farther away than that range leverages accuracy penalties against you.
The Yakuza carry some of the machine pistol variants or light machine guns that have 3-4 speed.
