I have a ship with databank upgrade installed, no records on board. The rest of the hold is full. I cannot transfer records on from a ship in dry dock.
Not sure how easy/hard this would be to fix, but a possible solution is to allow invalid cargo configuration in the transfer cargo screen, but don't allow exit from the screen unless the configuration is valid.
