The three sub objectives, the groups of 3 orange squares on the top half of the map, have dialog indicators on them but won't allow you to activate the dialog or step onto the squares. So, none of the sub objectives can be completed.
The bigger orange area, 9squares on the lower side of the map, can be walked on but have no dialog or lightning. I presume that is the Victory area after the three sub objectives were activated.
