how to get scout officer?

I've read how the rumor that leads to the scout officer is the one about how scouts/smugglers are looking for a worthy captain to sign with. However once u get there, how do u find him/her? I keep on Exploring in the wild but no one ever shows up. Should I be harvesting? Patrolling? The officer isn't in the palace like other officers. What am I doing wrong? What should I b doing? Please help/advise - greatly appreciated. Thanks!
