So I've noticed that when you're buying an upgrade for your ship, it is possible to have a single upgrade offered for different prices (during the same visit). If you tap the upgrade button but then back out of the purchase screen, and then go back and forth a bit, you get different pricing.
Does this work for other people?
Not sure if this is a bug, but I thought it might be helpful to know for early in a captain's career when every credit counts. I like to think that my captain's story about the 4 hungry little spacers back home melted the salesman's heart and got him to lower the price.

The way the game works everything is based on stats and random luck. A starport is a big place. Did you talk to the same upgrade technician every time? I would assume that there is a base price that is modified by faction rank charisma salesman mood etc. Perhaps I'm the future they will track price quotes during your visit to the planet.

I suspect somewhere in the code for the menu system -- ghrasp is right, we're probably re-rolling the Negotiation and Rank checks. It's a bug but not immediately obvious why it happens. It looks like you may also spend some Turns doing this back-and-forth. I suspect that Turn advance is happening when the Negotiation re-roll is.
So, I will try to fix it!
But for now, be careful wandering back and froth in the Shipyard and getting lots of quotes. It can burn up Turns ... AKA, Time Burn.

You use up turns? That means I can easily get the award for surviving a 1000 turns.

you can get that award in the spice hall just bounce between planets and only do jobs enough to pay for spice rounds and entertainment.
Since Turn drives game difficulty (more turns = more difficulty) long-term Captains are often played with techniques to avoid turn burn.

Yeah, but it might also eat up water/fuel burning those turns, unless they've got free snacks in the waiting room of the starport.
How much gratis coffee can a 60 man crew drink?

THIS is why all my captains die! I'm spending all my time aimlessly trolling the edge of the map & negotiating minimal discounts at the Stardock! Cory, will you add a new class; something like "Star Bumbler" or "Galactic Wastrel". I think I might excel at that.
