Delivery contract target

It seems that if you get delivery contracts at an independent planet, it won't turn around and bite you by turning out to be against the one faction you're trying to keep high military rank with (although you can still get bitten by alliances).

When I take a few contracts to the bottom left of map, instead of looking in the Steel Song planets for contracts going back, I'll look in Caldora instead. It's independent, and always has LOTS of contracts on offer.

Contracts from Independent Planets will have the additional randomization that the Faction that issues them will be variable. If you take a Contract at a Faction planet they're always issued by the Faction that owns the Urban Zone.

That's the difference.
