Most Trade-Embargo prone faction

So now that the new version of Star Traders gives us a way to ignore trade embargos with military rank level 18, the question is which faction to keep rank with?

I would say that in order of most embargos to least, in my experience, are:
1. Rychart (by far!)
2. Steel Song (by a considerable distance to the last 4)
3. Thulun
4. De Valtos
5. Javat
6. Cadar
