It will take a great deal of work to implement either of those solutions especially from a new player / documentation standpoint. The 100% rule is easy to understand and does not generate a lot of e-mails for me.
Most things that have a sliding scale or percentage bother many players. I think the "chance of discovery" thing is once of those issues that could create a lot more support work than it would generate positive game feedback.

Regarding, the menu I can understand the request. However it is my intent to improve the system that drive contract generation instead of presenting a menu of options. A menu of options makes sense for the ship yard, ship upgrades and other things. It doesn't make much sense, however, for the secret hiring of anonymous mercenary crews and hidden military actions.
Also, if we add a menu -- what happens to Contract rejection? It would not be a happy day for me trying to sort it all out to make the UI make sense again without it!
