If you have your own reasons for wanting good BS rep (Clickers 
) and you get good rep with BS before telling Moxa you are ready to go over the wall --
And you decide to talk to Lt Simon anyway.
You begin in the middle of his ladder -- with him saying you have made him proud, and you miss his introductory speech.... until you talk to Moxa, and get the 'I am here for Lt. Simon button'.
Maybe the whole 'I am here on official business' button should not show up at all until the 'I'm here for Lt. Simon button' conversation has ended.
This is probably how I ended up with no safehouse earlier.
