So, I just bought my soldier some awesome new armor and a gun, but when I went in to unequip the old armor (still his original armor) I couldn't do it, therefore I can't put the new stuff on him. The border around the armor flashes yeollow but no dialog box comes up. I don't know of anyone else is having that problem. I'm still playing v.1.3.1 (thanks to Amazon) and using CM7 (android 2.2) on a Nook Tablet.

You shouldn't be able to remove the default Armor (Templars always have some armor) however you should be able to place new armor over top of it.
Default Armor and Leviathan Gauntlets work the same way -- you cannot remove, but you can place over top.
I'll investigate and try to get a patch together if I can figure it out. The specific name of the armor, if you have it (both new and old) would help

I got it figured out. In version 1.3.1 there are two Leviathan Powerarmors for sale. I bought the second one listed. When I bought the other one I had no problems with it. I don't exactly know when you sent the newer versions to Amazon but they are taking their sweet time getting them on their site.
