1.3.7 templar battleforce normal difficulty :
some scouts start with soldier only armor.
some soldiers start with scout only.

There is something horribly wrong with the TA armor catalog right now.
It seems to go much deeper than this report, which is a sign of the issue.
I really appreciate your posting this, I don't think I would have figured it out otherwise.
