Bounty Hunter's class skill is a very nice ability, that really can help with capture/execute cotracts. But it is not avallible while tracking a criminal on Independet's area (no survillance option - it makes sense because they're outside the factions politic). So Cory, maybe You could add survillence button for classes that have the special survillance ability. The result could be only record about the target without creating one in hold that could be sold.
