Go to Dripside drinks on the Los V side of the Tunnels. See if there is something interesting there. That is where she should have sent you. Also, does your PDA have a note about it?

What about adding this heaven payment only as a 'last way', so you don't necessarily have to pay her? So you can just go straight to drip side drinks?
