I'm currently a Level 15 Explorer on Demanding. I have stopped in every urban zone I've come across looking for this upgrade and I cannot find it. (I have unlocked the award.)
I long to protect my crew from the ravages of the Wilds.
Are upgrades keyed to specific Zones, or do I just have to get lucky?

Look for rumors about places with starcraft innovations or booming stardocks. That's the only way I could find the thing.

Same here, only I was looking for the escape shuttle.
Don't waste your time browsing the upgrade list on each starbase if you are looking for those two, it's better to browse the rumors instead.
However I was able to find other unlockable upgrades (like ancient reactors, water tanks, stealth array) in some random starports, without the starcraft innovations or booming stardock.
Not sure about the second rumor, but I can confirm that "starcraft innovations" makes ALL upgrades available on that starport.
Of course you still need to have some of them unlocked.

Engine upgrades aren't too hard to find and are worth hunting down.

thanks for the tip... now chasing rumors but still havent had any luck.
cory are there any other tips on locating this elusive upgrade?

planets with high economies and security have the best upgrades
