Im pretty sure this was discussed before, but ill put it here anyway.
It would be neat if there was a person/location we could turn specific items to and get a better version of them. They could require cash and/or items such as schematics gotten for mission rewards or looted bodies.
Tinkerer would be a great addition to backrooms.

It could be interesting if implemented correctly, maybe making it prohibitively expensive and having just a small effect. Mainly used for giving people a little more options for final builds. Adding 1 or 2 to a set stat (penetration/power/deflection/etc) for a huge chunk of money.
I'd mainly be worried about it being too easy. The way oblivion/skyrim does it actually makes me not want to upgrade things simply because as soon as I upgrade something I'll be able to make a slightly better version of it. Causes a huge amount of time/resource wasting for little practical effect.
Also, who knows if it's even possible with to code.

I'm sure it's doable if it's in the form of: a) detect necessary items in your inventory, b) remove all these items, c) place upgraded item into inventory.

That could be interesting - the first thing that came to mind was putting silencers on weapons to make stealth exits from combat easier.

I'm sure it's doable if it's in the form of: a) detect necessary items in your inventory, b) remove all these items, c) place upgraded item into inventory. We're going to use a pattern called a "Recipe Book" Item 1 to Item 10 + Money + Time + Required Kit/Shop/Facility = New Item. It will work just as you say -- detect items, remove them (or money, time, etc) and create the new item. The recipe book will be reference from computer files. You'll be able to collect the computer files and then use the recipes. PS: Silencers are on the list
