How about an Award for getting a Rank, Permit and Edict in each Clan and Syndicate? I know you don't personally like that style of play. I just tried it on Normal and it took me until 70.6. But then I'm still not very good at this game 
There's also a big overlap between this and Big Tent - if you can do Full House, you probably get Big Tent easily - which might discourage you from making a separate Award. In fact, I only "achieved" this because I guessed those were the conditions for Big Tent, and didn't bother to check until I was finished! Doh. (Big Tent just requires 10+ Rep with each Faction).
Anyway it's a suggestion. Kind of appeals to the 'set collector' mentality. I read somewhere recently that 'set collector' motivation is a strong driver for a large class of game players so it might help the "marketing" of ST RPG if nothing else.
