Two of the Deep Space rumors don't make a lot of sense to me.
The first one is that an influx of refugees is driving down prices. Putting aside for a moment the fact that an influx of people usually drives up prices, what effect does this have? I mean, it's Deep Space, right, so there's no trading, hence no prices.
In a similar vein, what's the deal with a merchant fleet exploiting the local populace (a populace which, presumably, is non-existent, given that it's Deep Space). What does this even mean, and what effect does it have?

I'm also confused by these 2 rumours. I think they are both rumours for the benefit of Pirate Captains, which mean basically "Lots of passenger ships full of cargo / merchant ships full of riches, go get 'em". But that's just a guess. I have rarely investigated these rumour sites, precisely because I don't understand what they mean.

That has pretty much been my experience, that these rumors are not very helpful if you are a trader/explorer type.

they can effect planets if they occur in orbit, but often times they're supposed to be in deep space because it is like "a refuge ship is unloading shuttles" or something.
Refugees consume everything in the zone (water, planets, ect) like locusts. however, everyone is also carrying treasures from the homeland (artifacts, weapons, electronics.) so say you like those things and don't mind stealing them these rumors are good.

Does the Refugees consuming everything, drive up Sell prices that can be obtained on nearby Exchanges? (As well as driving up Buy prices and reducing available quantities). If so, that's good for Merchants or anyone with goods to sell, they would want to head on over there with a full hold of stuff to sell.

spike -- Refugees drive up the buy prices / reduce qty for "consumable" goods. Refugees need food, water, plants, clothing and stuff like that. However, "nearby" Exchanges only applies if the rumor is in Orbit. Calculating "nearby" things is expensive and therefore used sparingly. Refugees are considered a localized event (you cannot get far in a 10 hold shuttle!)

That would be a cool event if it happened on planets--you drive up consumable prices and drive down other stuff. I've never seen it happen on a planet, though--could it be moved to the planetary rumors?

Rumors are stuck in the places they were created. I am considering adding them to the list of conflict-ripple rumors, and I can put them over planets -- but they'll always be deep space rumors at heart (and in the UX.)

It would be great if these rumours could happen in Orbit and also if they would drive Sell prices up. The rumours would then be positively (rather than negatively) useful to Merchants.
