Would like to see a change in the current rumor generation.
First would like to have the Palace and Spice Hall have their own seperate pools of rumors instead of sharing the same pool. That way exhausting one location to nothing but "flavor text" rumors wouldn't automatically exhaust all usefull rumors. Give people more of a reason to visit both locations and for planets with closed Palaces or where your captain is barred because of rep means you might be missing valuable information. Also makes some logical sense because different types of folks are more likely to spend time in the different locations and will have a different take on gossip.
Second is to actually mix the "flavor" rumors in with the "useful" rumors. Would make more sense as your unlikely to find everything worthwhile to hear before someone grumbles about work conditions or starts spouting Shallun law. Would also make the Spy officers ability to tell you when there are no more useful rumors much more valuable. Having played the game for a while I've seen most if not all the "flavor" rumors so when one pops up I know the well of useful rumors is exhausted on that planet. With them mixed in you wouldn't know unless you have a Spy Officer that can tell you when all useful information had been gathered.

They do have separate pools, Hall and Palace. The numbers are based on the different ratings (prince vs. hall) for the urban zone. So, as it has worked since the first release -- request granted -- Correct, this is also how it works! Gotta say this is the best kind of thread in Wish Lists -- ones I can grant just by replying

Currently if I go in the spice hall and punch rumors, I get all the available good rumors first then start getting the flavor text ones. Same for going into the palace. Also if either one has only flavor text, then the other one won't have any useful rumors either. You say they draw from seperate pools but from my perspective its one common pool. Love the Spy Officer but her telling me that the locals have no more useful information is sort of pointless since I know when a flavor text rumor pops up there is nothing more to learn.

It draws from two separate pools. On some planets the "Rumor Scan Range" could be close enough that it appeared that way, especially with large Rumor pools and the Buy button.

I think he's saying that if you buy, once there are no good rumours on the hall, theres none in the palace either and vice versa.
