Any feedback on this upgrade. Seems like a nice way to increase crew and get Boarding/Combat bonuses. My first assumption is the Combat bonuses apply in boarding situations only. But, if the Shalun mercs are manning the Guns & Torps, maybe you'd get Combat bonuses in ranged situations.
Does Increased Fuel Consumption only occur during combat? I wasn't aware there was fuel consumption during combat. This is especially important because, my captain appears to be entering a time when the Quadrant has a water-fuel shortage.

As far as I know the Shalun Mercenaries only add to boarding combat. That said, for ships with a smaller crew compliment they can be a huge boost in your abilities.
The increased W-F usage is only for normal movement. Higher Pilot and Intimidation will offset this and you'll want/need both to make the most effective use of the Mercenaries.

Also, mercanaries get a weapons boost. its to say, they go well with weapons on board.

I'm not sure that Mercenaries don't give a combat bonus outside of boarding. The text says specifically for boarding AND combat. I guess it could be talking about the two parts of boarding (achieving boarding and then the on ship combat part), so I may be wrong, but I think I've also "felt" a difference in the ship-to-ship combat with Mercs. If they only help with boarding then I have to say that I think they are a little over-priced. I haven't noticed the boarding difference being that amazingly high and for less money the huge amount of crew added by the Battleship Architecture is far more helpful when boarding.

It's been a while but I seem to remember Cory saying that the mercenaries counted as double normal crew +weapons. Means that if you have enough normal crew to cover your ships engines and guns, you would need something like 45 additional normal crew to match those 15 mercenaries in boarding combat. Hopefully Cory will corect me if I'm wrong with my math on this.

Here's what Cory Said I don't mind when people ask about details at all. I do my best to answer. Mercenaries is a bonus based on 15 additional Crew who are more effective and receive a double bonus for Weapons. In terms of Weapon carrying, they are like you had +15 extra Crew w/ Weapons. It's a fairly crude addition to the math (it was added late after balancing) so the rule can be simply stated as: "15 of your Crew fight like they are 30 Crew" Which is to say, your Mercenaries are 200% as effective as a regular Crew would be. In the game also, if you have 15 or less they're all considered mercenaries. This can make a small Crew ship very dangerous.

Subjectively I find this upgrade really boosting boarding capabilities alongside without being W-F hog. It is my favorite.

To answer the open question, Mercenaries only add to Combat when Weapons would. That is, during Boarding, Dueling and Repelling Boarders.
