I'm wondering why I have 23 RP and I'm still not being offered Rank 2 on Demanding. Does the RP required for Promotion to higher Rank, go up with Difficulty? And, are there any requirements for Promotion, apart from increasing your RP? (For example, do you need to have Level >= your Rank, might be a good idea).
I do have enough money for the shiny new uniform. But it would still initially offer me the Promotion in the Palace screen even if I didn't have enough cash, right?

There's definitely some other factor apart from RP, because it's offering me a Promotion now, and I have the same RP as before. And I have less money now!

Maybe you had time to take a bath so smell better to the local prince? I always did think it was purely RP but hadn't actually looked into it. Something for Captain Hotel to find out tonight. I'm playing at higher levels to do awards, and have lost so many good pilot names, so have decided to go with the ole phonetic alphabet for now. RIP Alpha, Bravo, Charlie, ...

I'm wondering if I have to leave the planet, go into space, and come back before the availability of a new Promotion takes effect.

No, I've been on planet at max rank then sold a ton of some weapons hardware that I, cough, found somewhere. When I went back to the palace, I found I could buy a promotion (man that just sounds like the prince was corrupt or something ... ) Maybe at 23 points, you're at the tipping point between being offered a promotion or not. Also, perhaps the game takes into account the RP you have with allied factions. Cory will have to advise.

It should check a few things -- is the Prince seeing people of your Faction (is the current faction at war with the native faction of the Captain?) or if they are not, is your reputation high enough to overcome the prejudiced of the day?
after that it checks money and rep and if you've got enough, button goes hot. that is, assuming u are not already Rank18

Gotta love being a Holy Executioner Does that mean you get to carry around a whopping big ceremonial axe when you go into the palace?

Unless you are playing Cadar. I assume the Cadar Holy Executioner rides around on a Torpedo as if it was a steed from the legends of old.

Oh YES!!!! ... definitely an award for number of successful torpedo hits ... or kills caused BY a torpedo hit would be great! It would definitely encourage me to fire more torps in encounters. Oh wait, I don't need any more encouragement
