Good idea for a random event in the seas. Even something as simple as giving the player a free rumor would be mildly entertaining.

I think you should, when investigating uncharted territory, have a chance of finding a castaway. He might know nothing but 20 year old prices. He might make a good new officer for your ship. And he might know something very recent, very useful -- naval signals for your enemies? Still have in his posession a contract to deliver (message) that will still pay if he can convince you to do it?
