Yeah. Skills say I can, but unless I use my peg leg as a fishing pole, I have no idea how to. I tried the wheel icon, but I keep seeing ships.

You have to combine the rubber chicken with the pulley and use that on the rope.
...Oh wait, that's a different pirate adventure.
