If you recruit all the crew, listen to the rumors, drink all the rum and gamble until you break the house. ....
You can get it back by healing one point in the mage tower. When You go back to the raven, everything you used will be refreshed
This only works once per port visit. Heal one point, or all.

baldielocks - are you sure you don't have some Developer Options turned on? These reports all scream "Don't Keep Activities" to me.

Settings > Developer Options > [are any options in here checked? Uncheck them]
Settings > Developer Options > Advanced > Don't Keep Activities [are any options in here checked? Uncheck them]
This is good advice unless you specifically checked them for a reason (i.e. you are an Android developer).

I've also noticed things refreshing at weird times. I haven't actually figured out what causes it, but often I will go back to the tavern, without leaving town, and it will be restocked. I've got no developer options turned on.

Hmmmm. This might be a bug. Can't hurt to check your settings but I'm seeing some funny behavior here.

I notice that too. Usually after doing something in the Castle, the tavern will refresh, and vice versa. During the alpha it just reset (i.e. identical number of rumors and commissions as beginning), now it seems the number is random (sometimes higher, sometimes lower).
Don't even have developer options on my Gingerbread phone, so that's probably not it.
