Where is the game button tutorial? I didn't see any changes in Rules compared to 0.2.3 version, although I just downloaded the game over the weekend and started poking around.

There isn't a tutorial button as far as I can tell, I'm on 0.2.5.
If you actually want to play a tutorial then make a new game and play as the story captain, the story includes a good tutorial from what I hear (though I never played it myself).

Aha! The button tutorial happens automatically upon starting a new character regardless of weather it is story or sandbox.

Do I need to uninstall from my phone & then re install for that to be used ??

You just use a button called "Move to SD" in Manage Applications.
