At the moment the capture and execute commissions are a bounty hunter's dream:
"There's an enemy hiding from us, so we're hiring you to track him down... He's hiding in the deep sea, at exactly these coordinates!"
It would add more flavor if the destination could be off by 1 or (rarely) 2 units, requiring you to sail around the area searching at each point. So a destination of (43,30) could be correct, but it could also be (42,30) or (44,31).

i think it would be cool if you go to the location and then have to use the binoculars to pinpoint the enemy.. and itmight have a toast saying Z unit (x,y)... but this might just be frustrating

The other way was like Pirates. Which used to tell you the last known port of said Pirate. When you went there you might find that they'd moved on weeks / months before, and so the search begins.

Of the four or five dozen Pirate RPG games I played during research we saw a lot of different implementations!

Can't wait to see what you have in mind.
And btw, that's my kind of research! I wonder if my wife will go for it when I tell her all that gaming is research that might one day pay off when I make my own game...
