Pirates - Legal Authority

This one does make me smile when I see it. Not so much a bug but just something odd (well for me).
When you encounter a ship flying the flag of Pirates. The Contact in Open Water text reads:

We are outside the waters controlled by Pirates so they have no legal authority here.

Since when did Pirates have a legal authority?
