So I've discovered the joys of being an arms dealer, running shot and powder from wealthy populations centers to naval forts. In the process I also discovered a bug/exploit.
In Stone Coast [3,2] if I sell a load of shot and powder at a Ruesland fort I get reputation with Cadari. The whole zone is listed as Cadari territory so maybe it is giving rep based on territory ownership, not the actual allegiance of the city. I haven't tried it in other zones, but if it works that way everywhere it's potentially a huge exploit as trading in shot and powder gives huge reputation boosts. Even if I have terrible rep with Cadari I can buy S&P from Ruesland, travel a minimal distance and sell it to Ruesland and get huge reputation with Cadari. I almost didn't want to report it.
