Does this mean there will eventually be character items (like in Uncharted Waters)?
Will certain weapons be tied to a license?

Your captain will indeed have a sword. Perhaps a Merchant won't prize his sword highly, but a swashbuckler, dueler, or militant captain who prefers to board an enemy vessel will come to rely on the strength of his or her steel to best the enemy captain! Coming sometime soon!
