If you enter a harbour, and there is a shortage or surplus, and you haven't already read a rumour about it, you get told that you notice the <whatever it is>. But if you have already read a rumour about it, you do not get told.
I'd greatly prefer it to be that you always get told, regardless.
1. You may have forgotten, or never paid proper attention to that rumour in the first place. 2. If you have raced over here, hoping to arrive before the condition ended, that is exactly what you want to know, immediately.
