1. 'Incentivises' is not a word, no matter how many marketing departments you have met want to use it. It makes me turn green. Try:
When two factions are engaged in Commerce Raiding, privateer captains attack the merchants and smugglers of one faction to gain the other's favor.
2. All the messages announcing a change in conflict status have a sort of clunky feel to them, because while 'a Blood feud' makes sense, and reads well, 'a Commerce Raiding' does not.
I think we would get an improvement if we changed all the inserted texts to say: A Blood Feud A Spy Battle A Blood Feud A Trade Ban Commerce Raiding Total War
Then we can use the formulation 'are engaged in X' pretty much everywhere and it will always read correctly.
