I would expect them to, but it doesn't seem to be happening, unless I am misreading the stats.

Of course they do. Its only logical that more crew = more rations. Its probably harder to notice than in ST though because you travel more sectors in AoP and hence for balance reasons the ration consumption per sector traveled is less. They probably also increase signature, but that could be an ST only feature.
Crew barracks' crew is probably also different from normal crew in terms of ration consumption and/or signature, or at least they should be considering the average crew size is 30 and crew barracks can easily double an average crew size and make even a ship with a small crew size into the biggest in the game.
