I'm looking for these, but never seen them except under rumor circumstance (i.e. all 35 upgrades available at one port). Anyone seen them at a random port with no rumor?

Looks like they can appear ... as far as I can tell. Rare, but possible with or without the rumor.

What do whaleboats do anyway?
I bought the upgrade but I don't see a "deploy whaleboats" button anywhere during combat so hard to tell what they do.
I'd imagine it would assist with boarding to be able to come from multiple angles but I may be way off.

That would be my guess as well.
All upgrades are passive or automatically engaged when appropriate, so this should be no different.

Are we going to have any 'cutting out' missions? A "cutting out expedition" is a boarding attack by small boats, preferably at night and against an unsuspecting and anchored target. If you are successful you steal the whole boat. Popular during the Napoleonic wars in our world.

I have installed the Heavy Carronades on my War Galleon and the Bi-level gun decks... close to boarding range and fire one broadside at point blank either removes the enemy masts completely or reduces the whole ship to driftwood! Capturing has become relatively difficult.
