No, urban ratings are pretty much locked in stone. They've had a few hundred years of entrenched bureaucracy so values don't change much these days. So what's the solution you ask?
I say nuke the site from orbit ... it's the only way to be sure.

There would be a way to modify them if we wanted to.
It has been considered that for each Level 50 Retire you could add +1 to a rating, or -1 from a Faction's rating. I dunno it might just be a silly feature no one likes.
The idea would be like "Vega Thulun CCCXXVII retired here and increased Palace Security by +1, what an Elite Star Hero!"

I dunno if it would be enough for me. Now if you got the right to additional discount on a planet that one of your pilots retired on. For example, may be 5% discount at the exchange, and 10% off any permit fees and medical expenses.
The discounts would only be offered if (a) the faction of the retired captain matched the faction of the planet he retired on, and (b) the faction of the new captain matched the faction of the retired captain.

Certain rumors could affect ratings temporarily.
Somebody blows up the star dock? Security is going to be tight like a cartoon cat that ate alum.
Nearby merchant fleet exploiting the populace? Exchange rating drops because of all the knockoff Ryecart branded hats.
Nearby alien attacks? Wild Zone Danger just went up like my reaction to Ibsen's dramatic philosophy.
