I understand that.piloting helps the pirate, but how does tactics? Wouldn't stealth be better to avoid the military and getting caught by others?

Tactics help with blockades and Surveillance ... two good ways to do acts of piracy maybe?
Still, I would have expected Stealth to be just as important too.

Tactics helps with landing without being caught and handling mutiny as well.

Tactics helps with fighting other ships, hitting them with weapons. It doesn't say so in the skill description but I think that's just an oversight. So Tactics is pretty important to a Pirate, maybe more so that Stealth.

I thought stealth goverened torp hit chance and quickness was gun hit chance?

See this thread: By the way - The in-game skill description for Tactics (under Training) doesn't mention its use in ship to ship combat or boarding. I guess it's kind of obvious, but maybe update that text. Working on my 2nd Captain, I gave him no Tactics skill, since the text said it was only needed for Wilderness landings and things like that (it did mention Mutinies). I was wondering why I was doing badly in space ship fights!

Stealth skill still governs torp skill along with amount of sails as you "line up" your torp shots from long range, right? If so, how bad is it to fire torps at short range?

hopeless. torps mostly don't art (think Hunt for Red October) at short range.

Torps at short ranges are very unlikely to arm. Damage approaches zero.

v3.6.5 will say "The TACTICS skill is used by the Captain for Blockades, Surveillance, Boarding, Wilderness Landings and Mutiny."

Does Tactics help at all with Guns or Torps (attack or defend), or controlling range? Or just with boarding actions?
What about Warrior? What does that affect? Also just Boarding, or does it affect ranged ship to ship weapons as well?

At boarding range, you ought to be able to arm in the tube and dumb fire torps. It's as crazy as ramming or firing guns at the same range...OK, maybe more crazy, but I'd rather be scrap than have a stinking Big Hat take my Javat Cutter!
