I've been working Nathaniel's haggle. I noticed that the buy price( top) is dropping. but Ialso notice my SELL price is too! I think this is an effect of trying to prevent buy low/ sell hi?

I think this is a bug. If you are better at haggling the sell price should be going up ....
Are you sure that the buy price dropping is doing so as a result of your haggling skill? If the place in question just has a lot more of the good in question, then both buying and selling prices should drop. I will look for this when next I play AoP.

Buy and sell prices of certains items (such as shot and powder) both drop when promoting into Navy. Haggle skills seems to have no effect on prices... |

Certain goods -- like shot and powder -- you are only legally allowed to transport if you are in the navy.
So, of course the legit price and the smugglers' price are different.
my game has haggling matter to the price of shot, though not as drastically as to the price of luxury goods, for example.
I thought this was a feature.

Haggling has different effects on different trade types and economies, feature as you said, Gravling.
The fact that Haggling is driving down *both* prices for some goods in some situations, that's bad -- and a bug.
I'm after it!
Buy and sell prices do drop for Naval Officers -- the National industrial military complex gives you a discount but they expect similar treatment -- feature.
