Two reasons I want to see this in the future:
1. certain Upgrades only show up during the rumor
2. a few of those you can only purchase if you have Rank in the Faction
The rumor itself is rare enough as is, but add onto that you only have a 1/7 chance of being able to buy the upgrade even if you can get to Port (since you can only have Rank in one Faction), it gets really ridiculous.
I've been waiting 19 years for a Ruesland rumor, and even finished the Sveet campaign. I even exploit the Tavern rumor bug to make sure I catch every whisper, but so far there is nothing. I think I've seen the rumor 3 times so far, none in Ruesland ports.
