Right now the planets are static from game to game, which, after a couple play throughs, removes all sense of "discovery" in the game. A static map is certainly easier to code. But if let's say the map stays the same... the only difference is the planet rating values for wilderness zones. That would provide a tad bit of variety of replay.

Nice idea, but I would opt for static map on low levels and random on higher one
