I keep trying to locate the roving bucaneers & the fortune tellers given in rumor. I can't find them :-(. future feature, or am I not doing something?

I believe they are converted rumors brought over from ST (roving mercenaries, congregation of spice traders).
They will probably be tied in to future add-ins, like Officer appearances and such.
Since we're on the topic, there seem to be Sorcerers at every single Port, so I don't know what the Sorcerer rumor is for...
