What do ranks do? I keep buying them but I'm not really noticing any difference in the game.
What do levels do? It seems levels just tells you how much advancement you've made, but they don't actually do anything, is that correct?

underableedingsun - level's drive a lot of the game's balance. Your total XP (spent / ready) is the driving factor to determine your level, so the two are linked. Your level is used to generate the levels of enemy captains, etc!

Ahhh, ok that makes sense! I just couldn't figure it out. What about ranks, do those do anything? I thought it was hinted that it altered prices, but I checked shops right before and after buying 3 ranks in a row and the prices were all the same, so I'm not sure what they actually do if anything.

To buy certain upgrades, and certain ships, you need a certain amount of military rank with the military faction that is selling them. You cannot have rank in more than one military faction, so choose carefully.

Ahh, cool. Well, I don't know which factions have which ships. I already went with factions in both my games. I'm pretty happy with my ships though. Is there a list of where you can see ships.
