@noob I haven't really played aop enough to say for sure, but if it's anything like Star traders, check for ports with different rumors to see if you find any. Hopefully someone with more experience can help more!

@noob - you have to listen to rumors in the tavern and the palace and you will hear about them.

In taverns or palaces you will get the occasional unusual speech option like "Where can I find xxx?" click on this and you end up with usually a search quest to find them (it's not as simple as glhiring them as in Star Traders). I have had to go 4 screens journey to find a combat officer after the first rumour in a Tavern, through enemy seas and running out of supplies and barely surviving on captured rations. Really engaging!

I thought it was great fun and adds positively to the game. It gets really exciting when you just make it through to a safe port and fix up your boat and restore your morale. I just can't put it down!

I have heard rumors to find them but never a search. quest for them or yet to hire one. Are officers locked in free version?

@daroga - you can get 2 of the 3 currently available officers in the Free version of game.
