shot and powder

Just a quick lil question I've realised that when I stop my ship for inspection, cause you know I'm quite sure I'm not carrying any illegal contraband or anything. The darned ruesland military vessel only goes and confiscates my shot and powder. Reasons for which I am quite unclear about. Could someexplain the reasons for this or is it a bug

Powder and shot are considered contraband by anyone you don't have military rank with, I believe.
