What about this then ... have the ability to select the power level of the spell you are casting? That is, if you have trained up to FB4, have the ability to cast FB1, FB2, FB3, or FB4. Why? You might have a foe that is down to the last 10HP, but nobody else has moves left except ole Shifty Eyes. Instead of sending a FB4 to the target (wasting probably 24 or even 32 SP), you might want to cast FB2 and save the magic for other enemies. I think still having the old versions in some fashion to be able to cast like that would be very nice, for situations just like that, or to be able to train up a talent so you have the stronger one if needed but keep using the level appropriate for what your fighting. But on the other hand, I can see possible issues due to that, be that balancing, clutter (if it was done such as you'd have Fireball 1-# in the talent list) or extra work for the brothers in coming up with a mechanic for choosing what level to cast, and if that mechanic would end up being an annoyance (if you had to select the level each time you wanted to cast), if there would be a kind of 'choose the level' dropdown on a talent to what level you'll be casting it at unless that is changed, etc.. So two minds, yes it would be nice to have the capability, but how would it be handled/balanced if such a thing were to be done?

I agree with the ability to cast inferior levels of a spell you know. It could save precious SP in higher difficulty...

Being able to cast previous levels of a Talent is something we are very, very interested in avoiding for the reasons evmaker described -- UI, complexity, balance.
