Right now as best I can tell there is no reason to not negotiate jobs because even with low skill it will give more yen.

I suggest adding consequences for failed negotiations. Nothing drastic but possibly making the connector angry and canceling all jobs for you for a day or two. (Meaning you would need to be hired elsewhere or sleep it off in a hotel)

Or it could give negative rep or lower the price.
