Encounters within/outside space?

Not sure if this is a bug? Oftentimes when I encounter another ship during my travels, I will see something like this:

"We are outside space controlled by Clan Javat so they have no legal authority here."

Then at the bottom of the encounter screen it says "This encounter is happening within space controlled by the Clan Javat Faction. They are probably watching."

So I'm not sure - am I in Clan Javat space or not?

That is a bug. I'm not sure what causes it, seeking a solution. Happens around Cadar Prime somtimes

Cadarian warship captains sometimes believe that the sector around their ship (up to 1AU) is actually Cadarian sovereign territory and as such they have the right to detain, search fire on any ship they encounter.
